3、投标人资格要求

投标人应具备的资格或业绩：（1）投标人是响应招标、已在招标人或招标机构处领购招标文件并参加投标竞争的法人或其他组织。任何未在招标人或招标机构处领购招标文件的法人或其他组织均不得参加投标。（2）除非另有规定，凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区(以下简称“合格来源国/地区”)的法人或其他组织均可投标。（3）与招标人存在利害关系可能影响招标公正性的法人或其他组织不得参加投标。（4）接受委托参与项目前期咨询和招标文件编制的法人或其他组织不得参加受托项目的投标，也不得为该项目的投标人编制投标文件或者提供咨询。（5）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目包投标。（6）本项目不接受联合体投标。（7）只有在法律上和财务上独立、合法运作并独立于招标人和招标机构的供货人才能参加投标。（8）投标人应当于招标文件载明的投标截止时间前在中国国际招标网（以下简称“招标网”成功注册（免费）。否则，投标人将不能进入招标程序，由此产生的后果由其自行承担。（9）投标人须取得在线氨氮仪制造商(投标人所投在线氨氮仪必须采用纳氏试剂分光光度法)、在线浊度仪制造商和在线余氯仪(投标人所投在线余氯仪必须采用DPD比色法）制造商针对本项目的唯一授权（投标人是代理商时须具有制造商或中国地区或华南地区或广东地区或广州地区区域代理商出具的授权书，同一品牌的制造商或区域代理商只能授权一家代理商，同一品牌只允许一家单位投标，当同一品牌有二家或以上单位投标，则按照下面顺序选择唯一家有效投标单位，制造商＞中国地区代理商＞华南地区代理商＞广东地区代理商＞广州地区代理商＞中国地区代理商授权代理商＞华南地区代理商授权代理商＞广东地区代理商授权代理商＞广州地区代理商授权代理商）。（10）投标人须取得在线总有机碳仪制造商针对本项目的有效授权（非唯一），其所投品牌的总有机碳仪需具有国内市政供水行业的供货业绩，并需运行验收1年以上。投标人需提供对应业绩的用户证明，证明文件需注明无需使用气瓶，并注明运行验收时间。（11） a.若投标人是氨氮分析仪的代理商，则代理商的实收注册资金不少于300万元（含300万元）人民币；b.若投标人是氨氮分析仪的制造商，则为其提供进口代理服务的代理商的实收注册资金应不少于300万元（含300万元）人民币。（12）投标申请人由2010年1月1日至招标公告之日起，所投品牌在线氨氮仪需具有国内市政供水行业的供货业绩，并需运行验收1年以上。该业绩必须是投标人直接供货的业绩，投标人需提供对应业绩的最终用户证明，证明文件需注明采用纳氏试剂分光光度法，应附业绩业主单位名称，相关联系人及办公电话。） a. 国产品牌在国外的业绩除提供供货合同复印件外，必须同时提供相应的证明资料（如出口报送单等），原件备查； b. 国外产品在国外的业绩提供合同或中标通知书复印件等证明文件，原件备查； c. 国外产品在国内业绩提供合同或中标通知书复印件等证明文件，必须同时提供相应的证明资料（如进口报送单、用户证明等），原件备查； d. 证明文件必须能证明相应测量范围的大小的供货业绩； e. 国内业绩提供业主单位名称、单位负责人姓名及联系电话。

3.Qualification Requirements For Bidder

Qualifications or Performance：(1) The bidder is a legal person or other organization that has responded to the bid invitation and has purchased the bid invitation documents and participated in the bidding competition at the bid inviting party or the bid invitation agency.
